2000 Honda Civic Start Car Wait Couple Seconds Light S On Dashboard Clear Out

When I start the car, I have to wait couple seconds for all the light's on the dashboard to clear out, and then start it. However, if I try to start the car quickly than the car cranks and doesn't start properly. What do you think is the problem? And how much would it cost?

i would have the distributor checked as it is a common failure for this problem
