2000 Honda Civic Ex Last Week Driving Work Suddenly Noticed Car Slowing Down

I have a 2000 honda civic ex. Last week I was driving to work when suddenly I noticed my car was slowing down and my accelerator was not responding when I pressed it to give the car gas/speed. i slowly pulled over and the car stopped. I tried to turn the car back on but it does not turn on. The engine cranks and the pulley's turn, but the engine won't turn over. I suspected it to be a fuel issue, but my car makrs 1/2 a tank of gas. I checked the fuel filter fuse and it fine. I can hear the pump turn on when I turn on the key and can also hear a suction in the gas tank if i leave it open. I went ahead and disconnected the top line from the fuel filter that goes to the engine which is mounted next to the firewall. I turned on the key and it does spill out fuel. I'm at a loss on what to do next or what could be wrong.
