cooling and AC

my 2000 ford windstar's cooling fans aren't coming on. Both fans work if I ground out the circuit. Also the Ac isn't working because of it. I can't get any power at the temperature sending unit. Could it be the Powertrain Control Module? Or is it another associated circuit?

No power to the engine coolant temperature sensor-it will not send an input signal to the computer for it to activate the fans thru the fan relays- check and test CTS and wiring back to the computer
