2000 Ford Taurus Car Will Throw Heat Approximately 4 Years Ago Replaced Heater

My car will not throw heat. Approximately 4 years ago I replaced the heater core and thermostat. Everything worked well for about a year then the heat would come and go. 3 months ago, I replaced the thermostat again. I have intermittent heat but it isn;t as hot as it should be. The temperature gauge never moves towards the hot section of the guage but will occasionally drop to cold before returning to original position. There is no anti freeze leaks, coolant level is where it should be and nothing is leaking into the oil. My mechanic is stumped.
