Hubs will not disengage even after changing to new ones

HAVE 2000 FORD F250 SD 5.4 4x4 when hubs are set in free the pass side does not disengage. Installed brand new hubs manual not vac activated. Drive shaft still turns, this has been going on for a while now, reason for installing new hubs, but no luck. Any ideas?

My reference material shows your hubs are vacuum actuated. Are the non-vac-actuated hubs you have aftermarket?

THEY WERE VAC WHEN NEW, BUT IT SEEMS TO BE THE SECOUND SET OF AFTERMARKET HUBS, I JUST PUT ON THE NEWEST NON VAC SET OF HUBS, THEY ARE MANUALLY ENGAGED. WARN PREMIUM. THEY ENGAGE FINE, THE PROBLEM IS THE PASS SIDE DOES NOT FREE THE DRIVE SHAFT ETC WHEN PLACED IN FREE, IT IS ALWAYS TURNING.

Aftermarket parts that do not conform to OEM specifications usually means our reference material is useless. I would contact WARN customer support.
