2000 Ford Contour wont start

I had teplaced starter and charged battery and nothing I tried remiving serpentine belt and fired up what could my problem be is there anyway the ac could of locked engine?

Can you turn the engine over by hand? Is the starter at least making a clicking noise when you try to start it?

By hand you mean w key in ignition kinda it makes clicking sounds but won't start when I tried removing serpentine belt it started fine

Have you removed the belt to check the belt driven accessories to determine if something is binding and not allowing the engine to turn over?
