2000 Dodge Neon heat

My heater is not working. We have pita new radiator and thermostat. Checked heater hoses at fire wall and they r cold. I have flushed cooling system twice. What is the chance that I need to replace the metal heater tubes under intake manifold.

Does the temp gauge get up to the normal area? Is it full of coolant? Try reving the motor up and down repeatedly, say between 700 and 2000 rpm's for about five minutes. While feeling the temperature of the air blowing out of the heater ducts, can you feel any temp change at all when you change the control from hot to cold?
