2000 Dodge Caravan no start/ no crank

I have a 2000 dodge caravan 3.8l auto FWD.
when ever I turn the key to the start position I get no cranking from the starter. The starter relay clicks over but nothing happens. I have a new battery and a new starter. I already checked all related fuses and relays. I also tried starting the vehical from both Park position and Neutral position, still nothing happens. One thing I noticed was that my EATX Relay seems to "spaz out" and constantly energizes and de-energizes rapidly when I move my shift lever in Reverse but stops when I switch it back to Park or Neutral. This is all occuring while the key is in the ACC postion but stops when the key is in the OFF position. But if I leave the key in the ACC position and disconnect the battery or pull the relay out and put the relay back in or reconnect the battery the EATX relay no longer spazes out. What can cause this type of problem? Is it possible that it may be a PCM problem or even a Park/Neutral safety switch problem? If so how do I test for either one?

Turn the head lights on and watch what happens. If they get real dim when you try to crank the engine, suspect a dead cell in the battery or loose or dirty battery cable connections. Use an inexpensive digital voltmeter to measure battery voltage before and when a helper tries to crank the engine. First measure right on the battery posts, then again on the cable clamps. Holler back with what you find.
