2000 Chevrolet Silverado Tried Flushing Heater Core Replacing Antifreeze

I have tried flushing the heater core, replacing with antifreeze, removing and testing the actuator, inlet hose still remains luke warm and outlet hose is to hot to hold. Still nothing more than a faint breeze of warm and in a second that is gone. Help.

Just to be sure the inlet hose is on the outside (left) on firewall and the outlet hose is on the right. Is that correct?
