2000 Chevrolet Silverado Repair Question

When stepping on the accelerator it won't accelerate and wants to choke out but doesn't die out
If you floor the peddle and it will rev up and then will take off like crazy and you will be going way over the speed limit. If you shut the truck off and start it back up it will run normal for a while then start all over again and start to backfire and want to die out. Could it be the PCM or ICM - and if so would a mechanic need to work on this?

scan the engine for codes and check your fuel pressure first.
