1999 Volkswagen Gti Driving Vw Rolled Down Window Power Windows Car Power

I was driving my 1999 VW GTI and rolled down the window (power windows, and the car is power everything) and when I rolled the window back up (or tried to) it would not go up. I tried the passenger window and it would not go up. The sunroof would not open either. When I arrived at my destination, I turned my car off and tried to start it again and it wouldn't even start...all my instrument panels came on and my heat and radio all worked...just not my power windows nor would the car start...
