1999 Toyota Corolla Car Does Over 2700 Rpm Replace Plugs Injectors Test Fuel

My car does not go over 2700 rpm. I have replace the plugs and the injectors and have test the fuel pump (ok pressure) and I spay the intake with starting fluid and revs up very fast and up to 7000 rpm I do not know what is the problem
