1999 Toyota Camry Repair Question

Toyota Camry Rpm Problem
When the car is cold and I start it, the RPM stays at around 2000 + and then very slowly comes down. My other camry stays at 1200 or so butt not 20000...any one knows why

The cold start rpm depends on engine temperature and varies at times.
Is the idling speed correct at operating temperature?
