1999 Toyota Camry Car Cold Start Rpm Stays Around 2000 Very Slowly Comes

when the car is cold and I start it, the RPM stays at around 2000 + and then very slowly comes down. My other camry stays at 1200 or so butt not 20000...any one knows why
