Alright from what I see you dont have a 1999 saturn SL2 because you have two lines going to the fuel rail and a fuel pressure regulator. The 1999 saturn SL2 has only one fuel line going to the fuel rail and the fuel pressure regulator is in the fuel filter. So the fuel pressure regulator is what is missing?I see it on the rail in the first pic but in the second pic its not there.

Where do I get a fuel return line and where does it plug into after I plug it into the fuel rail? The vin number comes back as a 1999 s-series. What else could my car be then? I need to be specific with the gm parts guy. My fuel filter is part of my fuel pressure regulator. It's under the car close to the gas tank. Where that filter thing is on the top of the rail is supposed to be where the electric connector goes. The little vale that comes off the cover of that filter goes into the throttle body. See why I'm so confused.

So do you really have a 1999 saturn SL2 if so someone put a earlier fuel rail on the intake with a return which would be the incorrect one. Since the 1999 SL2 only has one fuel line.

If your fuel filter is by the gas tank you have a earlier fuel rail on the intake. Or what could have happened is someone put a complete earlier engine in the car. Over by the coil pack for your ignition where the transmission meets the engine you will find a vin number on the engine block. Look at the last eight of that vin number. Does that last eight of the vin match the vin number of your car?

Yes. They match. From what I have found, this isn't the right fuel rail for this year model. Where would the fuel return line be?

Alright so what happened is someone put a early fuel rail on it that use a pressure and a return line. Your car only uses a pressure line. So what you have to do is get the correct year fuel rail put it in problem solved. Well mystery solved I hate when people do stuff like that put the incorrect part on the car. Makes it tough for me to help you since iam flying blind and can only from pics what you see. But atleast we have it figured I told you your were at the right place for figuring out your problem.
