1999 Saturn SL1 Repair Question

Saturn SL1 Battery Problem
Car started yesterday. But will not start now had a new battery put in 2 days ago. Does not even click when turning key but lights still work as well as the radio

So the dash lights are bright?Do you have a multi meter to do some testing?
