Wont start with new battery and starter

1999 Saturn SC1
When i turn the car on, all the lights work including the headlights, dash and stereo. Then I go to start it and nothing happens. The engine doesn't turn over. If i hold the key in the start position i can see a small amount of smoke come up and it smells like its burning. I can't see where it comes from just that its at the back part of the engine. I replaced the battery and starter but it still will not start.

Are you still seeing the smoke since you replaced the starter?Also do you have a multimeter?

ya i still see the smoke...not sure if my g-pa whose helpin me with my car has one. ill have to check.

I read on another posted question you posted that your having trouble turning the engine over by hand you said it turn's left with a noise and it won't turn right?If that's true that would explain your starter smoking from the engine not turning over freely.So is it really hard to turn to the left?Also is your car full of oil or is it really low?
