heater blows while driving but stops when van comes to a stop

my 1999 montana minivan will only throw heat when the van is moving and will stop and only blow cool air when we come to a stop when the van is being driven it will throw ok heat but when we come to a stop it will only throw cool air. we can not start it early to warm up because it only throws cool air until it is driven.
