Engine stalls when gas is applied and shuts off when driving 1999 Pontiac grand am

The engine wants to turn over, battery is good every time it gets up to about 30-40 miles an hour the engine runs really sluggish to an eventual stall every time

Does the engine restart? Have you checked fuel pump pressure? Have you checked for spark?

Yes it cranks fine wants to start but wont unless it sit for a few minutes and just replaced the spark plugs

Check fuel pump pressure. Also, check to make sure you are still getting spark when it won't start.
