car was having a weak start for 2-3 days prior to dying. Tried to start and sounded like it was winding but not turning over. tried to jump it, allowing the battery to charge for 10 minutes. After several more tries, the winding stopped and now the car just CLICKS when we try to start it. Is this the starter?

Have a helper turn the key to the start position while you check for voltage to the smaller wire on the starter. You should get 12+ volts.

Let me know what you find.
