Power steering?

Im in the process of buying a 1999 pontiac grand am SE V6. When I took it out for a test drive I heard a humming whining noise. We were pretty sure it was the power steering but didn't know if the rack and pinion could make that noise. They replaced the power steering pump and hoses in 2009 and 2010. Could the pump still be making a humming noise or the rack and pinion or could it be something completely different. Just trying to find out if it could be something really major or not, I have a newborn baby and am struggling to even buy this car so any information and advice will be appreciated. Thank You!

Noises over the internet impossible to diagnose. Suggest have car looked at by a Tech any money spent could save hundreds. Or keep looking

Just being low on fluid will cause the pump to make noise but the leak could be in any of the components.
