How to set timing?

How do you set time on a 99 2.4l plymough voyager?

Did Tbelt brake while runnng? if yes then valves will be bent if not align as to diagram DO NOT turn engine or valves will be damaged

so i want the line to line up not the gears. Also the crank mark is the tip of the gear?
