My 1999 Mitsubishi Galant, wont start would could that be?

Mycheck engine light is on the code p0400 egr flow malfunction.I need a frontoil seal & a rear vavle cover gasket. Would thathave anythong to do with my car not starting. When I tried to turn the car it didnt make a click noise and I gae it a jump it still didnt turn over

The car not cranking over has nothing to do with the egr valve. The first thing you need to do is have the battery tested and make sure the battery cables are clean and tight. Also do you have a multimeter to do some testing?
