1999 Mitsubishi Eclipse alternator voltage

What is the voltage that the alternator is supposed to put out? This is the second alternator I have installed. The mechanic says that it should charge at 14 and right now it is at 12.73. It goes down to 12.20 and back up Both Alternators were new. The battery is new and the starter is only 2 weeks old. The car is running.

Fuses seem fine, I changed them just in case. Still putting out 12.73.
Any ideas

Only thing I can think of is the belt may be slipping. If it has an automatic tensioner replace that as well. It should but out at least13.5 volts and up to 14.3 at a complete discharge. Try pulling the generator relay and looking for corrosion on prongs if its removable. Clean them off and tweak them a tad and put dielectric compound on it. You might see if there is corrosion on 100 amp fusible link as well
