1999 Land Rover Discovery 2 Start First Time Day Will Start Turn Off Wait

When I start my Rover for the first time of the day it will start, when i turn it off and wait a couple of minutes it will turn over and get fuel but will not start UNLESS I go out and take the positive cable off the battery and count to 15, then replace the cable and then drop the hood and go back and it will start again. I have traced every wire and replaced the fuses,, I am lost on how to fix it. I do not want to keep raising my hood and taking the cable off every time I need to start it !! HELP!!
