My cr-v has a steering wheel vibration problem when the tires are flat. what is the cause?

Whenever i have low air pressure in my tires, my steering wheel shakes and vibrates. Whenever i fill the tire pressure and level them properly the problem goes away. After a 2 day usage tthe problem up-rises again.
