1999 Ford Ranger Trck U Hear Fuel Pump You Turn Key On Pos Buzzing Off Position

so the my trck u can hear the fuel pump if you turn the key to the on pos and u can hear it buzzing but i have to turn the key off and then to the on position and then off then back on do this a few times like pressurizing it to start it then it will start fine but if i dont do this it wont start it will keep trying
