1999 Ford Ranger Hi Try Start 99 Flex Fuel 3 0 Turn Key On Pos U Hear Pump

hi so when i try to start my 99 ranger flex fuel 3.0 i have to turn the key to the on pos and u hear the fuel pump then when it stopbs buzzing shit kep off then turn it back on till the buzzing stops do that like 5 times then start it or it wont start if i dont do this i am thinking the fuel pump is going bad so i have a flex fuel truck do i need a flex fuel fuel pump or can i use any 99 ranger fuel pump and why do i need to do this to start the truck
