why are my accessories not working with key on

1999 ford f-150 wipers, radio, heater, dont work when turned on but work when turned to accessary. Dash slow to come on is this the gem module

It could. Check under the dash behind the fuse block for evidence of water leaking on to the GEM. Also, do you mean the items work on acc but not when the key is on? I wasn't sure.
