1999 Ford Expedition Repair Question

After a rain my 1999 expedition 4x4 wont start and the dash cluster lights and odometer are on without the key in the ignition what would cause this
After it rains and i walk up to the car the cluster lights are on along with the odometer i get in and try to start it and it just cranks over

sounds like an issue with either the gem module or the pcm. you need a shop with a scan tool that can look for codes in the gem, cluster or pcm to lead the right direction for the failure.
when it does not start, what actions do you take to get it to start??
