Ford Escort Camshaft Problem

On my escort 1.6 it has two camshafts, recently as I pulled away the engine stopped running I've taken off the top half of the timing belt cover and when I turn the key the camshafts are not turning but the belt is tight on the pulleys and doesn't appear .to have snapped. Does this mean the bottom crank has seized? the starter motor makes a noise as if it's spinning and the power assisted steering pump belt is going round and so is the alternator belt.

It has probably stripped the teeth of the belt at the crank pulley.

thank you for your reply i was imagining far worse hope thats it. would never of thought of that.
