What could be causing the hestation and misfire I'm feeling?

I have a 1999 Crown VIc PI. It has a hestation and miss-fire feel. I have replaced EGR valve, all spark plugs and coils, air fiter, o2 sensors, and have had the air pressure check for the pump. It is driving me insane! Please, what else could it be?

Check fuel pressure and scan for codes first

Brought this car from a police acution. In March this year. I also had a new transmission placed as well.

I have checked the pressure. It came out fine. Also check engine light does not come on.

What is fine on fuel pressure?If it's not 35-45 psi with key off engine off then it's not fine. Otherwise check the cam and cranks sensors for resistance they may be high and causing the problem. Check the connections as well that they are making good contact. If it still misfires then check compression must only be a 20% variance between all cylinders.

Try cleaning throttle plate on both sides with choke cleaner swell and check for vac leak
