1999 Dodge Ram Get 40mph Truck Starts This Chugging Thing Lower Speeds Seems

When I get up to 40mph the truck starts this chugging thing. 40mph and up, but never at lower speeds. It seems to happen every time I let up or ease up on the accellerator. When I accellerate It seems to have power and then when I let off the same chuggen happens again. This happens every time it does not change, and there is no cheak engine light on.
