Starter won't turn over after changing battery and cables

1999 dodge 1 ton dual wheel 2wd 24valve cummins turbo with midrange chip, auto trans with trailer package. I had the fuel delivery pump and injector pump replaced 2 years ago. Delivery pump now in fuel tank. If the delivery pump does not receive power, and pressure up, does it stop the starter motor from engaging? I'm having trouble getting the starter to turn it over. New batteries and cables.

No. It should crank. Check starter relay. Also, have a helper turn the switch to the start position while you check for power to the smaller wire on the starter. If there is power, 12v, have the starter check. The solenoid may be bad. If no power, then you have to work back through the relay and to the switch.

Do any of the wires get hot its maybe a bad connection. Have the parts store check the starter draw. If its to high it my need a starter.
