Dodge Intrepid Brakes Problem

Brakes dont apply in cold weather, engine gets to temp. then they work fine. why is this, what do i need to look for to repair it?

have a professional look at this they shold work in any weather, You can check calipers for beignforzen or rusted and not sliding
