my heater only blows cold air, and i hear clunk sound underneath, and when i hear it, i get hot air for 3 seconds

Sounds like a blend door that is stuck. These direct heat to vents and lower vents. If they are stuck (closed), you would not get heat.

but i cant seem to find a blend door for a 99 monte..does it have a blend door on it?

They are inside air ducts. They are mechanical "doors" that divert air as mentioned.
