99 Blazer 4.3 lost power while driving, engine died, then overheated.

All electrical still works. (Lights, radio, ect.) Will not start or crank over.

Will not "crank over". Does that mean nothing happens when you turn the key to start? Make sure the starter and solenoid are good. See if you can turn the engine manually with a ratchet and socket. If not, you've got a seized engine.

Sounds like the starter is engaging. Just clunks when I turn the key.

So you don't know if the engine is turning. Can you try turning it manually with a ratchet/breaker bar and socket?
