currently my heater blower motor is not turning on. . .i have taken the car to a local shop and they performed some testing and verified that the motor is operational and should turn on. . .they believe they are lacking a diagnostic tool that will let them perform other tests. . .what type of tool would this be and is only a dealership going to have one available?
