I am looking to purchase a 99' Audi A6 wagon, but the seller explained to me that the car doesnt go over 30mph, my? Is do you know what the issue might be?

Too many things that could cause this to make a single guess worth your while.

Take a chance, buy the car for cheap and have it checked out. Could be something simple. If not, at least you bought it cheap enough
to put money into it.

Could be transmission related or engine / performance related.

Start with scanning the ECM and TCM for codes.
