Why is my car running hot?

My fans come on at 195 deg. Initially, after driving 15 mins. The gauge shows overheating at 217 deg. According to my scanner fans do not come until 221, gauge is 3/4 red line, (hot line). No over spill yet, turn car off before reaching hot line. Have changed thermostate, radiator fan, sending unit, cooling fan sensor, had compression tested, head gasket checked, (not blown), and checked fuses, one fuse not registering 12 volts, fuses ok, could that be possible cause.

If all the components mentioned all checked out-get the cooling system block and pressure tested to find out more what's going on.

Water pump could be failing-test it
