Car won't start

Sounds like it wants to start but won't turn over. I thought it was related to the fuel being low because when we added gas it would start so I then didn't let fuel get low, but it got colder- now car won't start even when tank is nearly full. If I let it sit awhile it would start, but now even sitting overnight it won't start

In tank fuel pumps are cooled and lubricated by the fuel in the tank. When you run a car out of gas, it pumps a lot of air through the pump which overheats it and causes some severe wear and many times, failure when they cool off.
You will need to use a fuel pressure gauge to verify this
