I've had a bypass done on my 1998 vw beetle but the car is still over heating. I got a new fan put in when mine stopped working. What could be the problem now?

What exactly do you mean by bypass? Are the fans coming on while the engine is overheating?

You have to start from the basics. Check the coolant level and pressure test the cooling system. Test to see that the thermostat is opening properly. Check to see that the water pump is flowing. Make sure the cooling fans are coming on at the proper temperature. One of these tests should lead to your problem.
