my toyota keeps losing power when driving

the e.m.light was on. the car was going the best untill i put a new clutch in the battery was disconnected and after that it started to lose power.if you disconnect the speedomter it will go the best have changed all the senors that i can see in the engine but no difference i changed the gearbox speedo sensor to no good.

dtc 15 diesel throttle control circuit malfunction it shows circuit description. wiring diagram.and shows trouble area list. i know nothing about

toyota picnic 2.2 gls td 1998 i have changed the e-vrv main actuator i haved changed the trottle senors and changed the vacuum hose in the engine and changed the speedo senors in the gearbox still losing power.

thats the only code i can see just says to check operation of e-vrv main actuator and check the vacuum hose between vacuum pump and e-vrv which i have replaced.you think it may be the trottle control how do i check this? ok thank you.
