when trying to crank engine it just clicks

So I was trying to start 98 toyota camry le and it wouldn't start it would just click repeatedly. I was thinking it was my starter. But is there anything else that would cause this? I'm not sure what else to add. My car was having starting issues a couple days ago but it was more like there wasn't enough fuel getting to my engine and then it was fine it stopped doing it. Like nothing was wrong.

Test for good cable connection to starter and power arriving on small trigger wire at starter when key in "start" position. If all checks out, starter is bad, assuming the engine is not seized.

Have the battery tested make sure the battery cables are clean and tight.Also do you have a multimeter to do some testing?
