recently replaced timing belt after old one broke. harmonic balancer was also damaged but put back on anyway to test engine. should engine run smoothly with damaged h. balncer and no other belts put on?

You need to list the engine size when discussing engine problems. Yours may be an interference engine in which case the valves get bent from hitting the pistons as they coast to a stop. If it runs at all, it won't be smooth.
