Cooling fan

I have a 98 grand prix and the cooling fans are not coming on when the engine reaches 210f but they will come on with the AC. i have changed the coolant temperature sensor and the relays work. i do not know if it is the relays not getting signal from the CTS. does anyone know how to check it or any other problems it could be? thank you

you have a coolant temp sensor that moves your gauge on the dash, which you replaced, but what you need to replace is the fan switch, which also monitors coolant temp but acts as a switch and turns on your fan. -Luke
