Is there a tension adjustment on a 1998 Plymouth Voyager 3.0 a/c belt?

A spring-loaded one for the serpentine belt and an adjustment bolt for the AC belt.

Where is the adjustment bolt located?

The bolt for the AC belt sticks up in front of the idler pulley. Turn it counterclockwise about ten turns. Next, loosen the lock nut at the center of that pulley and it will slide down about a half inch. That's enough to pull the belt off. When you reinstall it, tighten the bolt to draw the pulley up, then tighten the lock nut.
