foot off the gas would buck

My car is a '98 Plymouth Neon. For a while it had been sputtering when I would take my foot off the gas and it would kind of buck (almost as if it wasn't getting a steady flow of gas? Best way I know how to put it). After a long drive, it finally stalled completely and it had trouble starting -- it just has a slight wheezing sound when trying to start now. It started once during the time span of a week, and now that the mechanic has it, he said he has no issues starting it at all and it was fine while being driven around. What could be wrong? You might suspect a plugged pickup screen in the gas tank. That will cause stalling and poor performance when the largest volume of fuel is pumped, . . . which is during coasting. At higher speeds and under load, the engine will run better. Often the screen collapses and gets blocked after driving a few miles, but will start and run fine after it has been sitting for a few minutes.
