Replaced intrument cluster panel in the vehicle and put a new fuel pump in and tried starting it and did not start does the whole system have to be reset to ingauge everything

I burnt a resistor behind it to the fuel pump gauge so thats what im wondering if it needs to be reset

No, it does not. There is no re set for the instrument panel.

Not starting may be blown fuse from the resistor or possible wiring issue.
