98 Achieva key stuck in on position

The key is stuck in the accessory/on position and won't turn to off. There is no power to windows, radio, AC, or wipers. All fuses are good in dash and engine compartment. Key release solenoid comes in when in park, and can't start if in anything other than park or neutral. Only other thing I can think of is a fusible link, but I'm not sure where to start.

Number one cause I have seen for key not turning off and not being able to remove key because of that reason is a faulty ignition switch not feeding the BTSI shift interlock, Check that btsi fuse with a meter, I believe its a 10 amp, should have power (12 volts), if not, suspect ignition switch.

There is also a safety feature that doesnt allow you to turn the key off in any other gear but park when they malifuction it wont allow you turn the key off.

Hey there clueless mechanic, disregard my post, sorry, in my mind I was thinking grand am, duh, its a achieva, anyways on that achieva you have an ignition interlock solenoid under the steering column, which is probaly the issue.
