1998 Oldsmobile 88 Headlights

My headlights won't turn on. My blinkers work and so do my hazards but my headlights won't turn on at all, I changed blown fuses which I thought would solve the problem but it didn't can you guys help me with this issue

Check two items in pic then have it scanned for codes may be the lamp module is bad.
